Regular Meeting
Lincoln Township Board
09 July 2007

Supervisor Ringley called the meeting to order at 7:30 p.m.

Pledge of Allegiance.

Roll call present were Ringley, Branam, Galloway, West and Majewski. Also present were Building Insp. Mantei, County Commissioners Grim and Lockmiller, Lakes Dir. Carey, Zoning Brd. Chair Hamilton, Fire Chief Majewski, Sheriffs Deputy, and 10 other interested persons.

Minutes of the 11 June 2007 meeting accepted as read.
Minutes of the 11 June 2007 closed meeting approved as reviewed.

Treasurer’s report accepted as presented.

Motion by Branam to pay the monthly bills, second by Galloway, roll call vote, all in favor, motion carried.

Chief Majewski reported 1 weather, 29 rescue related runs for the month of May, 141 year to date.

Motion by Branam to approve Dave Lewis to fill the vacancy of Ken Osborn Sr. on the planning commission, second by Galloway, all in favor, motion carried.

Ringley reported that the flare lighting went well. The Property Owners Assoc. provided well over 100 flares.

Motion by Branam that Lincoln Township not pursue any bids on the foreclosure list provided by the Clare Co. Treasurer, second by Ringley, all in favor, motion carried.

Motion by Branam to retain Dreyer, Hovey and Diederich as the townships legal counsel for the 2007/2008 fiscal year, second by Galloway, roll call vote, 5 yea, motion carried.

Motion by West to retain Weinlander Fitzhugh as the townships auditor for the 2007/2008 fiscal year, second by Galloway, roll call vote, 5 yea, motion carried.

Motion by West to retain Isabella Bank and Trust, Farwell State Savings and Chemical Bank as the townships depositories, second by Ringley, roll call vote, 5 yea, motion carried.

Public Comment:

There was an inquiry regarding the dump area across from the Owens residence. It was suggested that the township seek assistance from Solid Waste in the form of a dumpster, which is supplied for no cost, provided that the situation qualifies under their criteria.

There was discussion regarding the noise and late night activity at road ends used for lake access. Possibly placing a gate with pad lock was discussed.

Motion by Branam to adjourn to closed session, second by Galloway, roll call vote, all in favor, meeting adjourned to closed session at 8:31p.m.

Motion by Ringley to reconvene the regular meeting, second by Branam, all in favor, meeting reconvened at 8:33 p.m.

Supervisor Ringley called the meeting to order at 1:30 p.m.

Present were, Ringley, West, Majewski. Also present were Sheriff Goyt, Undersheriff Ledford and Sgt. Larson. There were 11 others present.

Ringley discussed the blight procedures and the status of current blight situations.

Majewski stated that the locking of the park gate was going well, but had been forgotten several times. Majewski also asked that our park ordinance be enforced and that there had been several reports of dogs being in the park.

Hudson inquired about dogs being on the public accesses. Goyt told him to call the department and they will send a deputy out if there are problems on an access. Goyt said that he will let the deputies know to stop by the access a couple times a day.

The Parental Responsibility and Curfew Ordinance was discussed.

D. Majewski explained a situation involving two wave runners where the sheriffs dept. was called, but no deputy showed up.

The accident involving a boat and wave runner on Lake George was discussed.

Larson explained the current Marine Division scheduling.

Bergey talked about the activity on the lake, such as speeding and boat size. Goyt said that the sheriffs department will enforce our ordinance.

Ringley explained the permit process for putting a boat on the lakes that exceed the size limit imposed by our ordinance.

Larson reported that a person as young as 14 may operate a water craft if they have completed boaters safety. Larson also reported that a driver of a boat may have an open intoxicant provided that the driver is not impaired and of legal drinking age. He also said that persons operating an ORV do not have to be licensed, but must have an ORV certificate and be 16 years of age.

Golf carts and other utility vehicles can be licensed for the road with the proper safety equipment, such as windshield, wipers and blinkers.

Goyt explained that the department has lost 5 officers in the last couple of months and they are in the process of replacing them. He also encouraged everyone to call the department with problems, if he doesn’t know about the problems he can’t fix it, so feel free to call.

Motion by Majewski to adjourn, second by West, all in favor, workshop adjourned at 2:15 p.m.
